Lakdhar Brahimi, the United Nations minister to Baghdad, called on the UN Security Council onward Tuesday to assist Iraqis in establishing a of the present day ''caretaker government'' that could be formed at the end of May, well in advance of the June 30 handover of sovereignty by means of the U.S.-led occupation.

''Though it certainly will not be easy, we do believe that it shall be possible to identify, by way of the end of May, a clump of people respected and acceptable to Iraqis across the region to form this caretaker government'' Brahimi told the Security Council at a meeting.

Brahimi, a former Algerian foreign minister who is charged with assisting the Iraqis with their transfer of power, visited the fatherland April 4-15 where he met with politicians, civic and religious leaders and others in the region to solicit their advice.

The temporary ''caretaker government'' would be l through a qualified prime minister, and should be headed on a president and two vice presidents, and would superintend the daily administration of the rural parts until a democratically elected management can be put in place.

Brahimi also propos convening a national conversation which would be comprised of 1000 to 1500 delegates from all athwart the country and from many walks of society, for a like reason that they could freely exchange ideas for the first time in 30 years and then pick out a consultative council to advise the caretaker government

''Once broad support for the framework is evident, we will then proce to helping facilitate an Iraqi consensus forward the actual composition of the caretaker management as well as of the preparatory committee for the national conference'' Brahimi said.

While he inclemencyed that there are many difficulties to conquer and that the security situation in Iraq remains a real affair he was optimistic about establishing the interim control that would serve its tribe until elections could take place according to January 2005.

''The piece of work is doable, as long as we plant principled but realistic targets, moving towards them with deliberate stairs and if we are not alone as we take them,'' Brahimi said.

The propos caretaker control would work closely with the former occupying powers and any foreign forces that remained in the abiding habitation after June 30.
